CA - HCD - Infill Infrastructure Grant Catalytic Program - Coming Soon!

HCD’s new Infill Infrastructure Grant Catalytic Program (IIGC) will provide $105 Million (approximately $90 million for large jurisdictions, $15 million for small jurisdictions) to promote infill housing, including adaptive reuse of existing structures and sites, as part of California’s commitment and vision of housing as a climate strategy.


Interested cities, counties, and public housing authorities must first submit competitive Concept Proposals for capital improvement projects in Catalytic Qualifying Infill Areas (CQIAs). Metropolitan Planning Organizations may apply as co-applicants.


Awards made under this solicitation will unlock available land for housing development and maximize the state’s existing and ongoing investments, all of which will benefit the state’s economy and further our housing production and climate resilience efforts.


IIGC Two-Phase Application Process


Phase 1: Applicants interested in the IIGC program must first submit a Concept Proposal to determine eligibility. HCD will offer consultations with interested applicants to provide technical assistance and further guidance of the goals of the program.

The Concept Proposal solicitation can be found in the Notice of Funding Availability section on the IIG webpage. HCD will provide program webinar information in December.


Phase 2: Communities with competitive proposals that meet eligibility requirements and program goals will be invited to submit full applications.


Uses: Interested communities should begin looking for opportunities now where gap funding for infrastructure and adaptive reuse improvements may be useful. Projects could include but are not limited to:


  • Development of parks or open space

  • Water, sewer or other utility service improvements

  • Streets, sidewalks, streetscape improvements and construction, transit linkages, transit shelters, traffic mitigation features

  • Site preparation or demolition

  • Rehabilitation expenses relating to repurposing non-residential buildings for residential uses

HCD will launch the IIGC application portal and accept Concept Proposals December 29, 2022 through January 31, 2023. The IIGC NOFA is expected to be released February 2023 with awards planned for the summer.
