DOT's Pipeline and Hazardous Materials Safety Administration (PHMSA) has a safety goal of improving public health and safety by reducing transportation-related deaths and injuries. The specific goal of this grant program is to reduce damages to underground pipelines by excavators, which has historically been a leading cause of pipeline accidents resulting in fatality and injury.
Consistent with Executive Order 13985, Advancing Racial Equity and Support for Underserved Communities Through the Federal Government (86 FR 7009), PHMSA’s FY 2022 priority is directed towards ensuring that One-Call funded activities support underserved communities. One-Call grants provide funding for state agencies’ damage prevention efforts, including training, changing state underground damage prevention laws, related compliance activities, and public education to assist in reduction of damages to underground pipelines. Data on excavation damage performance is collected annually from pipeline operators with the expectation that these efforts help reduce damage trends.
