NYSERDA-New Construction-Housing. Deadline: 9/30/22. $23M Available.
New Construction - Housing
The New Construction – Housing (NC-Housing) Program supports the design, development, and construction of carbon neutral buildings, reducing energy consumption and per capita carbon emissions while ensuring the buildings are resilient. Through NC-Housing, NYSERDA offers financial incentives and technical support for the new construction, gut rehabilitation or adaptive re-use of residential and mixed-use buildings, inclusive of single-family homes, multi-unit developments, multifamily buildings, residence halls, dormitories, and congregate living facilities, exclusive of nursing homes. The incentive structure is intended to promote increased levels of performance while encouraging solutions that result in healthy environments for the buildings’ occupants. NYSERDA intends to support replicable and integrated design solutions focused on cost optimization and financing strategies that reward reductions in cost of construction, operational costs, and perceived risks while strengthening the capacity of clean energy professionals to deliver design and construction services. Use of solar photovoltaic generation and other renewable energy systems, as well as ground source heat pumps and other innovative technologies, are encouraged. The Applicant is expected to hire a NYSERDA-approved Primary Energy Consultant to act as the primary technical resource for their participation. NC-Housing supports New York State’s housing regulatory agencies in their efforts to secure efficient, durable, resilient and healthy housing.
To be eligible for participation in the NC-Housing Program, a project must be, or be capable of and intend to be, a New York State electricity distribution customer of a participating utility company that pays into the System Benefits Charge.
Applicants who previously applied to PON 3716, PON 3717, or a previous version of PON 4337 but have not yet received an incentive payment from NYSERDA may request their application and participation be transferred into this updated version of PON 4337. Other requests to transfer a project from another program into PON 4337 will be considered on a case-by-case basis. To be eligible for NYSERDA’s consideration, all such requests must be submitted to NYSERDA in writing, email preferred, prior to May 1, 2022. NYSERDA has the sole discretion for determining an Applicant’s eligibility to participate in the NC-Housing program or transfer an application from a prior program to this program for participation, and all such requests will be considered on a case-by-case basis.
Applicants may be eligible for incentives through New York State Homes and Community Renewal (“NYSHCR”), which has launched its Clean Energy Incentives, imbedding incentives for carbon neutral construction directly into its program offerings. If Applicants receive incentives from NYSHCR, they will not be eligible for incentives under this offering.
