Description:
This program supports the construction, alteration, acquisition, modernization, renovation, and/or remodeling of a research facility. Proposals must enhance the institution’s long-term impact on food and agricultural research and build on careful strategic planning.
RFAP seeks to strengthen the quality and expand the scope of fundamental and applied research at eligible institutions by providing them with opportunities to assist in the construction, alteration, acquisition, modernization, renovation, and/or remodeling of the facility that supports their research and research training goals.
Activities might include, but are not limited to:
Evaluating infrastructure and sites
Conceptual planning and design for a newly constructed, restored, or rebuilt structure or place
Creating construction plans and schematics for the facility or site that is being built, restored, or rebuilt.
Building, restoring, or remodeling a facility or location.
Investing in and putting in permanent equipment for research monitoring and safeguarding samples and specimens.
Investing in and putting in essential building systems like electricity, climate control, security, life safety, lighting, utilities, telecommunications, and energy management.

1994, 1862, and 1890 Land-Grant Institutions
State Agricultural Experiment Stations
Accredited school or college of veterinary medicine or State Agricultural Experiment Station that conducts animal health and disease research
Hispanic-Serving Agricultural Colleges and Universities (HSACU)
Non-Land-Grant Colleges of Agriculture (NLGCA) - Institutions satisfying the eligibility requirements for NLGCA designation.
Insular Area Institutions-Institution of higher education
Institutions eligible for "McIntire-Stennis Cooperative Forestry Act"
Other entities eligible to receive funds under a capacity and infrastructure program
