Zero-Emission Vehicle (ZEV) and ZEV-Related In-State Manufacturing Funding Opportunities

Senate Bill 129 (Skinner, Chapter 69, Statutes of 2021), the Budget Act of 2021, authorizes the California Energy Commission (CEC) to provide $125 million in General Fund monies towards grants that “increase in-state manufacturing of zero-emission vehicles, zero-emission vehicle components, and zero-emission vehicle charging or refueling equipment.”

CEC staff solicited and received valuable feedback on solicitation concepts for upcoming manufacturing grant funding opportunities. On October 29, 2021, CEC staff held a pre-solicitation workshop for Zero-Emission Vehicles and Zero-Emission Vehicle-Related


Manufacturing which was attended by both public and industry partners.

Based on feedback received, CEC staff are planning to develop two competitive grant funding solicitations. The first solicitation will focus on ZEVs and ZEV-Related Manufacturing and will offer grant funding to projects that increase the in-state manufacturing of ZEVs, ZEV components (including batteries), and ZEV charging/refueling infrastructure whose products are available for commercial sale. CEC staff expects to release this grant funding solicitation in Spring 2022 to accept applications for funding. CEC staff expects to initially offer $60 million under this solicitation, with the ability to increase this amount in the future.

A second solicitation will focus on seeking a third-party block grant implementer who will, with guidance and oversight from the CEC, design and implement grant funding incentives that promote in-state battery manufacturing and production in the clean transportation sector. A pre-solicitation workshop is planned for the end of January 2022, with a competitive solicitation to select the implementer expected to be released in late Spring 2022. CEC staff expects to initially offer $25 million under this solicitation, with the ability to increase this amount in the future.
