Housing for a Healthy California Program Amended Guidelines Released

Now Accepting Public Comment

The California Department of Housing and Community Development (HCD) has just released the January 2020 Proposed Housing for a Healthy California (HHC) Amended Program Guidelines. 

 

In October 2019, statute was amended by AB 957 to expand and clarify program requirements. Amendments have been made to the guidelines to comply with this new legislation. HCD will be accepting comments during a 10-day public comment period ending on January 24, 2020. 

 

Some amendments include:

  • The target populations was expanded resulting in a more lenient definition

  • The definitions of homeless and chronically homeless have been re-worded

  • Eligible uses and requirements were clarified

 Public comment period ends January 24, 2020 at 5:00 p.m.

 

Notices of Funding Availability (NOFA) for Article I and Article II were released in May 2019, with awards expected to be made in January 2020. A second NOFA for Article I is expected to be released in February 2020.

 

The goal of the HHC program is to reduce the overutilization of emergency departments, inpatient care, nursing home stays, and use of corrections systems and law enforcement resources for people who are experiencing homelessness or chronic homelessness and a high-cost health user. The HHC program provides funding on a competitive basis to deliver supportive housing opportunities through grants to counties for capital and operating assistance or to developers for operating reserve grants and capital loans.
