OPENING SUMMARY — WEEK OF OCTOBER 12 – 16, 2026

Week at a Glance:

A light week. Federal postings in the window were dominated by NIH research announcements and the Office of Justice Programs' FY 2026 solicitations; no new DOE, DOT, USDA, HUD, EPA, Interior or DOL NOFOs posted, California portals added nothing new, and the Federal Register carried no 2 CFR 200 or grants-policy actions (Congress is in pre-election recess; the continuing resolution runs through December 11). The items worth attention are a two-year NOAA NESDIS BAA, a BJA election-integrity program open to counties and cities, a NOAA coastal-flood research competition that earlier digests missed and whose letter of intent is due November 9, NYSERDA's offshore-wind predevelopment program, and a set of EPA and IRS compliance changes that touch utility, industrial, water and CCS clients.

Coastal Resilience Research:

NOAA NCCOS Advancing Coastal Flood Protection (NOAA-NOS-NCCOS-2026-32934) — posted September 25 and missed by the last two digests. One to six projects of up to $2,000,000 each (about $500,000 per year, up to four years) for natural-infrastructure flood protection work on public-private partnerships, insurance products and sediment management. Open to universities, nonprofits, state, local and tribal governments and for-profits; research teams must include regional users. Letter of intent due November 9, 2026; full proposals due February 12, 2027.

Earth-Observation and Satellite R&D:

NOAA FY 2027-2028 Broad Agency Announcement administered by NESDIS (NOAA-NESDIS-NESDISPO-2027-33921) — standing two-year BAA for research, education, outreach and innovative projects across every NOAA line office (satellites and data, fisheries, ocean service, weather, OAR) that fall outside NOAA's competitive programs, plus CESU projects. Rolling submissions, grants and cooperative agreements, no cost share, amounts not stated. Universities, nonprofits, companies, state, local and tribal governments eligible; CESU projects limited to non-federal CESU partner institutions. Open through September 30, 2028.

Election Administration:

BJA FY 2026 Integrity in American Elections Grant Program (O-BJA-2026-172793) — new program for state and local prosecutors and justice agencies to prevent, investigate and prosecute voter-roll and voter-fraud offenses. $5,000,000 total, up to $250,000 per award, 20 awards over 24 months from January 2027; states, counties, cities, special districts and tribes only; no match; state and local applicants must file the NOFO's Appendix 1 certification or be denied. Grants.gov December 1, 2026, JustGrants December 8.

Justice Research (Universities and Research Nonprofits):

NIJ FY 2026 Crime and Justice Research (O-NIJ-2026-172801) — $5,500,000, nine awards, workforce effectiveness, operational readiness and safety technology in adult criminal justice plus one assessment of the COPS de-escalation training program; due November 16, 2026. NIJ FY 2026 Research and Evaluation on School Safety (O-NIJ-2026-172796) — $5,000,000, six cooperative agreements evaluating anonymous reporting systems and threat-assessment teams; due November 23, 2026 (JustGrants November 30). Both open to universities, nonprofits, local governments, tribes and companies; no match.

Youth and Community Programs (Local Governments, Tribes, Nonprofits):

Four OJP programs posted October 9, all due in mid-November with no match: OJJDP Opioid Affected Youth Initiative (O-OJJDP-2026-172748, $8,920,000, up to $750,000, 12 awards; due November 16); OJJDP Strategies to Support Children Exposed to Violence (O-OJJDP-2026-172752, $7,335,000, up to $815,000, nine awards; due November 16); OJJDP Mentoring for Youth Impacted by Opioids (O-OJJDP-2026-172743, $16,500,000; local sites up to $650,000, statewide and regional up to $2,000,000, 15 awards; due November 16); and SMART Support for Adam Walsh Act Implementation (O-SMART-2026-172794, up to $400,000, about 50 awards; states and federally recognized tribes only; due November 25, JustGrants December 9). Outside GMA's core sectors but open to general-purpose local governments and tribes; suited to a short campaign to city, county and tribal contacts.

Offshore Wind and Grid Modernization (New York):

NYSERDA Offshore Wind Project Predevelopment Program (OSWPON26-1) — issued October 9; applications accepted continuously through December 31, 2029 or until funds are committed; funding levels and eligibility are in the PON documents, which did not render this run. NYSERDA Grid Modernization Utility Challenge – National Grid (PON 6240) — up to $3,000,000 for an AI-supported battery-storage health-monitoring demonstration in National Grid's New York territory; Round 1 due November 10, 2026.

Policy & Compliance Updates:

EPA moved the Greenhouse Gas Reporting Program deadline for reporting year 2025 from October 30, 2026 to March 10, 2027 (interim final rule, comments due November 30) while it reconsiders the program. EPA delayed Clean Water Act hazardous-substance facility response plans from June 2027 to June 1, 2030 and removed climate-change and environmental-justice language. Executive Order 14435 directs Treasury to defer federal diesel excise taxes and suspend dyed-diesel penalties from October 5 through December 31, 2026. EPA granted Colorado Class VI (CO2 injection) primacy effective November 12. HHS proposed a second round of Administration for Native Americans grant-rule streamlining (comments due November 13, 2026). IRS opened a paperwork-renewal comment period for the Section 48C advanced energy project credit (due December 14), a signal the program will keep being administered. No Treasury or IRS energy-credit guidance (45, 45Y, 48, 48E, 45X) issued this week.

Watch List / Upcoming:

NSF X-Labs — From Sequence to Function (bioengineering): NSF released the topic announcement on October 16 (after this window) under its $1,500,000,000 X-Labs Other Transactions initiative; proposals go through SAM.gov and the X-Labs portal, and NSF's pages state no deadline (a university limited-submission notice for the same topic cites Phase 0 awards up to $1,500,000 and Phase 1 up to $50,000,000 per year, with X-Labs required to be institutionally independent, domestic, full-time teams; a Phase 0 award can run through a lead host organization). Q&A webinar November 18, 2 p.m. ET; RFI on future topics due October 30. The companion topic Artificial Intelligence for Physical Systems opened September 16 and was not covered in earlier digests. Angle: research universities and bioengineering or ag-biotech companies able to stand up an independent team; confirm the deadline and the Autonomy Factor Assessment rules on SAM.gov before outreach. DOE CMEI/AFFO notice of intent (DE-FOA-0003648, for NOFO DE-FOA-0003649) is now on Grants.gov with a listing close date of April 26, 2027 and no NOFO date; three topics (stable biomass intermediates, commodity chemicals and fuels from alternative feedstocks in existing refineries, hydrogen–natural gas blending pilot sites). EPA FY 2027 Brownfields Assessment, RLF and Cleanup solicitations are still expected this fall (about $64,000,000; up to $500,000 community-wide assessment and cleanup, $1,000,000 coalition, states and tribes, and RLF; no Multipurpose round; applications due about 60 days after posting; 20% match for Cleanup and RLF). NSF Major Research Instrumentation: the July 2025 notice scheduled a submission window of October 15 – November 16, 2026, but NSF 23-519 is archived and the updated FY 2027 solicitation had not posted as of NSF's September 17 page update; confirm before advising research clients. Department of War SBIR/STTR FY 2027 Release 1 (25 topics: Air Force 16, Navy 6, OSD 2, Army 1) pre-released October 7, opens October 28 and closes November 25 per consultant trackers; verify at DSIP before outreach. USDA Rural Development held an October 13 webinar on the updated REAP; pull the recording for the new program parameters and watch for the first application window under the final rule. USGS posted master cooperative agreements for Cooperative Ecosystem Studies Unit partners (Californian, Pacific Northwest, Rocky Mountain, Colorado Plateau and others; due November 14) — relevant only to universities that host or join a CESU. NASA ROSES A.15 Biosphere added a PI-meeting travel requirement (Step-2 due November 6). New Jersey BPU closed the CHP–Fuel Cell incentive to new applications October 9. CEC GFO-25-603 (NEVI community charging): the CEC page showed November 20, 2026 after Addendum 4 last week but did not render this run; the Master Calendar still shows October 16 — confirm. CEC Business Meeting October 19 and CPUC/CEC EPIC investment-plan workshop October 20. Appropriations: the continuing resolution (P.L. 119-103) and the surface-transportation extension expire December 11, 2026; Section 157 blocks OMB's proposed 2 CFR rewrite through that date, and the extension does not restore IIJA advance appropriations, so FY 2027 DOT discretionary NOFOs remain stalled. Next expected: Brownfields NOFOs; first REAP window notice; SIPPRA final NOFO; HUD ICDBG (NOFO December 16); CEC CORE FY 2026-27; Texas THIVE; DoW SBIR Release 1 at DSIP.
