OPENING SUMMARY — WEEK OF OCTOBER 19 – 23, 2026
Week at a Glance:
A light week. Grants.gov carried nineteen new federal postings from October 17 through 22 (the six October 16 items were profiled in last week's October 19 update), and the strategic weight sits in three places: FEMA's $400,000,000 FY 2026 Flood Mitigation Assistance notice, ARPA-E's $45,000,000 UNLOCK subsurface program with concept papers due November 20, DOE's reopening of the $967,000,000 Grid Resilience State and Tribal Formula round, and a cluster of DOJ research and NIH center announcements. California's one new solicitation landed on the run day: CEC released GFO-26-503, the $46,144,000 Proposition 4 DEBA grid-reliability competition, with a pre-application workshop November 5 and applications due January 26, 2027; Cal OES has also flagged the FMA pass-through. Policy activity was heavier than the grant flow: the REAP overhaul took effect October 16, DOE opened the 45Z emissions-value process, and the White House issued a Section 232 wind-turbine proclamation, a DPA Title III petroleum determination and two executive orders touching NIH and housing grantmaking. Items marked "not previously covered" were posted October 6–8 and never profiled; they are included because they are still open.
Flood Mitigation and Resilience:
FEMA FY 2026 Flood Mitigation Assistance (DHS-26-MT-029-000-98) — $400,000,000 ($20M capability and capacity building; $260M localized flood risk reduction; at least $120M individual flood mitigation). Only states, territories and federally recognized tribes apply; cities, counties and special districts are subapplicants through Cal OES. Localized projects capped at $25,000,000 federal share; cost share 75/25, rising to 90% and 100% federal for repetitive-loss and severe-repetitive-loss properties. FEMA GO deadline February 26, 2027, 3:00 p.m. ET; Cal OES notice-of-interest dates are still TBD. Staff added this row to the Master Calendar on October 22.
Energy — Subsurface R&D:
ARPA-E UNLOCK (DE-FOA-0003630) — $45,000,000, awards $3,000,000–$5,000,000, about 12 awards, for stimulation, recovery, enhanced geothermal, in-situ mineral leaching and produced-water technologies in low-permeability formations; eligibility unrestricted. Companion SBIR/STTR notice DE-FOA-0003631 for small businesses (awards $323,090–$4,630,944). Listings close November 20, 2026 (concept papers); cost-share percentages and the submission time could not be read from the NOFO this week.
Energy — Grid Resilience Formula Funds:
DOE reopened the Grid Resilience State and Tribal Formula Grant Program (DE-FOA-0002736, Amendment 010) on October 20 with about $967,000,000 in additional formula funds; states, territories and federally recognized tribes apply directly by February 17, 2027, 11:59 p.m. EST, and utilities, cooperatives and municipal systems reach the money through their state energy office's subgrant round (CEC in California) or a tribe's direct award. Per-jurisdiction allocations and match terms are in the NETL allocation table, not yet read.
Transportation — Digital Corridors (Forecast):
FHWA signaled a new Great American Digital Corridors (GADC) competition through an October 19 information-collection notice (91 FR 66192): up to $20,000,000 for FY 2026, 100% federal share, cooperative agreements to states, local and tribal governments, transit agencies, toll authorities, MPOs, private entities and nonprofits for real-time work-zone and operating-condition data on the Federal-aid system. NOFO date not stated; comments on the forms due December 15, 2026.

Policy & Compliance Updates:
DOE opened the Section 45Z emissions-value request process (91 FR 65737) for clean-fuel pathways not in Treasury's table. A Section 232 proclamation on wind turbine imports (October 22) starts 180 days of negotiations with tariffs as the fallback. A DPA Title III determination (October 22) authorizes federal financial support for petroleum production, refining, pipeline, storage and marine-terminal capacity. EO "Advancing Women's Health" (91 FR, FR Doc. 2026-21666) directs NIH to stand up a Women's Health Division within 90 days. FCC reopened NEPA/NHPA review rules for wireless builds (91 FR 66062; comments November 18). EPA proposed Class VI primacy for Utah (91 FR 66662; comments December 7). FERC issued a draft NEPA policy statement for gas projects (comments November 16) and proposed LNG blanket authorizations (comments December 21). EO "Decreasing Housing Costs" (October 22) asks a HUD/FHFA task force whether federal grants can be conditioned on standardized local permitting. Reminder: EPA RAIN-2027-G01 bars FASC-listed drones under every EPA assistance agreement, retroactive to December 22, 2025. The 2 CFR 200 rewrite remains proposed and blocked by the CR rider through December 11, 2026; IRS Bulletins 2026-42 and 2026-43 carried no energy-credit guidance.
Watch List / Upcoming:
REAP: the final rule took effect October 16; comments due November 2, 2026; USDA has not yet announced the first application window, and the program page still says grant applications are not being accepted. DOE ETIPP community technical assistance (sixth cohort, opened August 13): applications close November 18, 2026 (support forms 11:59 p.m. MT) for coastal, island, Alaska, small (under 50,000) and tribal communities in an ETIPP region — in-kind national-lab planning support plus up to $20,000 (Strategic Energy Planning) or $50,000 (Deep Dive) in implementation funds; a Regional Partner consultation is required before applying and no California-specific partner is listed, so West Coast applicants should confirm coverage at ETIPP@nlr.gov. EPA DERA National 2026 (covered September 25): webinar October 28, questions due November 24, applications January 22, 2027. EPA FY 2027 Brownfields assessment, RLF and cleanup NOFOs are still "fall 2026" with no posting as of October 23. BJA RSAT formula (O-BJA-2026-172763, about $26,285,604, states only, due November 20): states must pass at least 10% through to local jails, so county sheriffs reach it as subrecipients of the state agency. USDA RUS ARC Program is now on Grants.gov (RUS-ARC-2026, posted October 19; LOIs close November 20, 11:59 a.m. ET). USDA Distance Learning and Telemedicine: page updated October 21 — not accepting applications due to funding constraints. California: CEC GFO-25-603 confirmed at November 20, 2026 and the Master Calendar now matches; the calendar's August 24 "[UPCOMING] DEBA" row should be replaced with the GFO-26-503 row in this week's additions sheet; CORE FY 2026-27 and Texas THIVE have no new dates; the DWR Urban Streams workshop on October 28 could not be re-verified on DWR's site. CTC's SB 1 cycle closes November 18 (LPP), 19 (SCCP) and 20 (TCEP). Inconsistencies to confirm: NOAA OAR BAA closes September 30, 2029 on the listing but September 30, 2028 in the BAA text; FEMA's separate FY 2026 Swift Current announcement could not be read (fema.gov pages fail to render); the UNLOCK concept-paper time (9:30 a.m. ET) and cost-share tiers come only from a consultant tracker. Continuing resolution expires December 11, 2026.
