Key Terms: Loan guarantees up to 80% of loan value; loans may be up to 40 years.

USDA Electric Infrastructure Loan & Loan Guarantee Program
Supports: Construction, expansion, or modernization of electric utilities in rural areas.
Who Can Apply: Utilities, cooperatives, for-profits, governments, and tribes.
Key Terms: Up to 35-year terms, with favorable rates and up to 100% financing for eligible costs.
Deadline: Rolling, open year-round.
Multifamily Housing Programs
Section 538: Multifamily Housing Loan Guarantee Program
Purpose: Increases the supply of affordable rural rental housing.
Eligible Borrowers: Nonprofits, for-profits, tribes, local governments.
Guarantee Rates: Up to 90% for for-profits, 97% for nonprofits; 25–40 year terms.
Projects: Construction, rehabilitation, or land acquisition.
Application: Open submission.
Section 521: Multifamily Housing Rental Assistance Program
Purpose: Assists low- and very low-income tenants in USDA-financed properties.
Eligibility: For tenants/property owners participating in USDA-financed housing.
Benefit: Direct payment to owners on behalf of eligible tenants.
Single Family Housing Repair Loans & Grants

Water & Waste Disposal Funding
Loans, Loan Guarantees, and Grants
Supports: Clean and reliable water systems, sanitary waste disposal, and storm drainage.
Who Can Apply: Municipalities, non-profits, tribal entities serving eligible rural areas.
Benefits: Low-cost loans and grants; access to pre-development planning support.

Focused Tribal and Community Opportunities
USDA Tribal Relations: Resources, events, and grant information focused on tribal communities.
Tribal Energy Financing (Dept. of Energy): Loans or loan guarantees for energy development projects by Tribes, with deadlines extending through 2028.
Grants for Rural and Native Alaskan Villages: Funding for clean water and waste systems for remote communities.
Community Innovation Grants: For projects addressing unique local challenges with innovative solutions (available in MN, ND, SD).
Additional Resources
Bush Foundation Community Innovation Grants: For projects sharing geography with, or supporting, Minnesota, North Dakota, or South Dakota communities.
