What Is the California Competes Tax Credit?
The CCTC is a non-refundable income tax credit for businesses that want to locate, remain, or expand in California. The aim: encourage job creation, retain high-value business activity, and drive statewide economic growth. Over $180 million in credits are allocated each year, distributed in multiple competitive application periods.
Any business—regardless of size, industry, or location—can apply. Applicants are selected based on their ability to generate economic value, invest in California, and create quality full-time jobs that might not exist otherwise.
How the Program Works
Eligibility Requirements
All sectors and regions of California are eligible.
Credits target projects that create or retain quality, full-time jobs and make significant capital investments.
Small businesses have a specific set-aside pool and are strongly encouraged to apply.
Application Timeline (FY25-26)
Application Windows:
July 21, 2025 – August 11, 2025
January 5, 2026 – January 26, 2026
March 2, 2026 – March 16, 2026 Each round distributes hundreds of millions of dollars in available credits.
Funding Structure
Minimum credit request: $20,000
Carryover: Unused credits can be carried forward for up to six years.
Award Period: Recipients must meet negotiated milestones (job creation, investment, etc.) during a five-year agreement to fully claim the credit.

The Application & Selection Process
Two-Phase Competitive Review
Phase I: Quantitative Analysis
Evaluates your proposal’s cost-benefit ratio: credit requested vs. job creation and investment.
Historically, only the top-performing proposals (lowest cost-benefit ratios) proceed.
Phase II: Qualitative & Quantitative Factors
Factors considered:
Exceptional considerations apply if the proposal would not move forward without the credit, or if the majority of new jobs are in designated high-need areas.
Milestone Reporting & Compliance
Businesses must meet hiring and investment targets annually.
Credits are subject to recapture if milestones are not met.
