Rubberized Pavement Grant Program

CalRecycle’s Rubberized Pavement Grant Program anticipates releasing the Fiscal Year 2021-22 application in late July 2021. Available funding will be $3,549,703. Because of uncertainty regarding COVID-19 impacts on the state budget, funding is subject to change. ATTN: Repeat applicants – Effective last fiscal year, below are some important changes to the grant program, as specified in the approved Criteria Request for Approval (RFA): · Require evidence that applicable public works staff participate in web-based tire-derived aggregate (TDA) training.

· Restrict grantees from applying the year following TRP13 award.

· Limit eligible applicants to a maximum of six total asphalt rubber hot-mix or rubberized chip seal grants.

· Reduce the maximum grant amount to $250,000 for individual applicants and $350,000 for joint applicants. The grant solicitation’s tentative timeline is reflected below:

Late July 2021 Application Release

September 29, 2021 Application Due

October 27, 2021 Secondary Due Date (for Resolutions, EPPP Policy, etc.)

December 2021 Grant Awards

April 1, 2024 Grant Term Ends


Interested applicants will use CalRecycle’s online grant management system (GMS),to submit grant applications. To access this online system, you will need to obtain a CalRecycle WebPass. You may do this now, or wait until you receive notification of the application release via our listserv.


To avoid delays and possible disqualification, we suggest you arrange to have an appropriate resolution placed on your Board or Council's agenda. Resolutions may be authorized for up to 5 years. For resolution examples, please visit our website.
