Description:

The Department of Commerce is soliciting proposals from firms interested in conducting a study to help Washington state better understand the existing energy efficiency workforce and the gaps therein. Commerce seeks a consultant to conduct and report a data-based analysis that will help inform design and implementation of residential-focused energy efficiency rebate programs.


A virtual conference is planned to answer questions about this opportunity. Attendance is NOT mandatory, but prospective applicants are encouraged to attend the session via Microsoft Teams:

Eligibility:

Minimum qualifications include:

  • Licensed to do business in the State of Washington or submit a statement of commitment that it will become licensed in Washington within thirty (30) calendar days of being selected as the Apparently Successful Contractor.

  • Five years of experience in conducting qualitative and quantitative research and developing and delivering study results with summary recommendations to governments and/or high- level decision-making bodies.

  • Two years of experience working on projects analyzing the clean energy workforce and/or working directly with labor stakeholders around clean energy workforce topics.

  • Demonstrated knowledge of:

    • Residential building electrification and efficiency measures

    • Residential contractor training and certifications

    • Existing stakeholders in the clean energy workforce space

  • Unique Entity Identifier for conducting business with the federal government or submit a statement of commitment that it will become licensed within thirty (30) calendar days of being selected as the Apparently Successful Contractor. SAM.gov

  • Commerce welcomes, but does not require, teams to submit applications
