The purpose of this grant is to support planning and development of enforcement programs on conservation lands.
The Conservancy is seeking to fund one planning and organizational development project to design and establish a collaborative enforcement program for conservation land and open space in the Coachella Valley.
Examples of tasks a grant may fund include but are not limited to the following:
• Assessment of priority areas in need of enforcement activities;
• Research and consultation with other California agencies that manage conservation land;
• Consultation with conservation land agencies and nonprofits and local jurisdictions to gauge their interest in participation;
• Discussions with existing law enforcement agencies about potential service agreements;
• Analysis of options for creating new ranger/docent programs with parks or other districts that have legal authority to hire peace officers;
• Consultation with federal agencies about their potential participation or assistance where feasible;
• Estimates of costs and potential funding mechanisms, and potentially completing applications for such funds;
• Negotiating and drafting agreements, memoranda of understanding, draft regulations or ordinances and other documents;
• Preparation of educational or public outreach programs to promote community cooperation with enforcement efforts; and
• Organization of enforcement mechanism, on pilot or permanent bases as feasible, by coordinating with participating agencies and assisting with public processes involved with approval of relevant agreements, regulations or ordinances.
