CalHome Program Notice of Funding Availability $57 million available for first-time homeowner and housing rehabilitation assistance The California Department of Housing and Community Development (HCD) is pleased announced the 2021 CalHome program Notice of Funding Availability (NOFA) for approximately $57 million, with $20 million reserved for mobilehome assistance in a mobilehome or manufactured home community. Who can apply? This funding provides grants to local public agencies, Tribal Entities, and nonprofits. What can the funds be used for? Funds can assist individual households through deferred-payment loans for first-time homebuyer mortgage assistance, owner-occupied rehabilitation (including reconstruction and rehabilitation of manufactured homes not on a permanent foundation), technical assistance for self-help housing projects, technical assistance for shared housing programs, ADU/JADU assistance (including construction, repair, reconstruction, or rehabilitation), and homeownership development projects.
Application dates The application is available on the CalHome webpage. The application portal will accept applications starting November 8, 2021. Applications are due by 5:00 p.m. on November 22, 2021 Tribal Entities: Applications are due by 5:00 p.m. on December 14, 2021

Purpose
Enable low- and very low-income households to become or remain homeowners.
Assistance Type and Terms
Grants to local public agencies and nonprofit developers to assist individual first-time homebuyers through deferred-payment loans for downpayment assistance, home rehabilitation, including manufactured homes not on permanent foundations, acquisition and rehabilitation, homebuyer counseling, self-help mortgage assistance, or technical assistance for self-help homeownership. All funds to individual homeowners will be in the form of loans.
Direct, forgivable loans to assist development projects involving multiple ownership units, including single-family subdivisions.
Loans for real property acquisition, site development, predevelopment, construction period expenses of homeownership development projects, or permanent financing for mutual housing and cooperative developments.
Project loans to developers may be forgiven as the loans convert into deferred payment loans to individual homeowners.
Assistance to individual households will be in the form of deferred-payment loans payable on sale or transfer of the homes, or when they cease to be owner occupied, or at maturity.
Note: CalHome does not lend directly to individuals.
Eligible Activities
Predevelopment, site development, and site acquisition for development projects. Rehabilitation and acquisition and rehabilitation of site-built housing, and rehabilitation, repair, and replacement of manufactured homes.
Downpayment assistance, mortgage financing, homebuyer counseling, and technical assistance for self-help.
Eligible Applicants
Local public agencies and nonprofit corporations.
