The U.S. Department of Energy’s (DOE) Office of Energy Efficiency and Renewable Energy (EERE) Building Technologies Office (BTO) is issuing this Funding Opportunity Announcement (FOA) titled Bipartisan Infrastructure Law: Resilient and Efficient Codes Implementation.The activities to be funded under this FOA support the BIL, as well as a broader government-wide approach to advance building codes and support their successful implementation. The primary focus centers around updating to more efficient building energy codes that save money for American homes and businesses, reduce greenhouse gas (GHG) emissions, and encourage more resilient buildings.

Eligibility:

The proposed prime recipient and subrecipient(s) must be domestic entities. The following types of domestic entities are eligible to participate as a prime recipient or subrecipient of this FOA:

1. Institutions of higher education;

2. For-profit entities;

3. Non-profit entities; and

4. State and local governmental entities, and tribal nations.


In addition, Section 40511 specifies eligibility criteria which must be met by all applicants. Eligible entities are defined as a relevant state agency, as determined by the Secretary of Energy. Examples include state building code agencies, state energy offices, or Tribal energy offices. In addition, partnerships are eligible entities, which must include a state agency, and one or more of the following:

• Local building code agencies;

• codes and standards developers;

• associations of builders and design and construction professionals;

• local and utility energy efficiency programs;

• consumer, energy efficiency and environmental advocates; and

• other entities as determined by the Secretary.

Award Details:

Total Amount Available: $45M

Maximum Award: $10M

Minimum Award: $500k
