Community Development Block Grant program CARES Act Notice of Funding Availability

The California Department of Housing and Community Development is pleased to announce the Notice of Funding Availability (NOFA) for approximately $18.7 million in new federal funds for the Community Development Block Grant Coronavirus Response Round 1 (CDBG-CV1).

Funding for this NOFA is made available pursuant to the Coronavirus Aid, Relief, and Economic Security (CARES) Act. Funding is available on an allocation basis for eligible non-entitlement jurisdictions, and will serve the same jurisdictions as the state administered CDBG program.

What will this funding provide?

The CDBG-CV1 funding will provide support for communities impacted by the COVID-19 pandemic. Assistance types include:

  • Businesses and microenterprises/Economic development

  • Public services

  • Acquisition of real property to be used for treatment or recovery of infectious diseases

  • Medical and homeless facility improvements

Applications will be submitted through the HCD's new online Grants Network, eCivis.

Applications will be accepted Over-the-Counter beginning June 8, 2020 through August 31, 2020
